"Restart" doesn't mean just "close the Steam window and then reopen it". You have to EXIT Steam entirely. Right-click on the Steam icon in your task bar, choose "Exit Steam". Wait a few moments to be sure you're fully exited (I do a slow count to 5, "one-one-thousand, two-one-thousand", etc). Then, start Steam back up.

The GOG version is free of DRM, as is the Steam version, so avoiding a DRM version if you've installed Windows 10 might be a must. Isn't steam itself considered DRM ? Developers can use Steam as a DRM if they choose, but they don't need to and can simply use Steam as an installer similar to GOG Galaxy.
For Far Cry 6 not launching problem on Epic Games, follow these steps: Open Epic Game Launcher. Go to your game’s library and locate Far Cry 6. Click on the 3 dots on the bottom right to open Settings and then click on Verify. Epic Games will then start verifying game files, so wait for a couple of minutes.
